Russia understands it is under attack and that NATO, a military alliance subordinate to the US, wants to break up Russia into bite sizes so that it exploits its natural resources.

Ukraine could not win a war of attrition against Russia’s, more powerful and better-supplied military. The strategy is to weaken Russia, gain military intelligence and use the east front as a testing ground for a new generation of weapons for the next stage of the war, a full-on war with Russia.

This posturing stage of the fight aims to intimidate the other side into submission, to win the war without fighting.
War is a high-risk, energy resource-draining activity that potentially leads to serious injury or death.
So, great nuclear powers prefer to win without fighting.
But if the chest-banging nuclear posturing fails and a superpower thinks it is trapped, believing the threat is an existential one and imminent, it could initiate a limited nuclear strike as a warning to cease and desist attacking its territory.
